A joint ICP/GDRFA circular issued in January 2026 came fully into force in April 2026, raising the minimum monthly income for the Virtual Work Residence Permit from USD 3,500 to USD 5,000, extending the bank-statement proof period from three to six consecutive months, and increasing mandatory health-insurance cover from AED 150,000 to AED 500,000. The changes signal a deliberate shift to attract higher-earning remote workers.

Dubai's GDRFA halts processing of new freelance residence permits with no stated reason or reopening timeline; existing permit holders may renew without disruption. The suspension directly impacts digital nomads and independent contractors who planned to relocate under the Green Visa self-employment category.

Cabinet Resolution No. 65 of 2022 (the executive regulation of Federal Decree-Law No. 29/2021) takes effect, launching the five-year Green Visa for freelancers and self-employed professionals (minimum AED 360,000/year income, no employer sponsor required), cutting the Golden Visa real-estate threshold to AED 750,000, and formalising the Virtual Work Residence Permit within federal law. Following Cabinet Decision No. 56/2018, the UAE begins issuing 5–10 year Golden Visas to investors, entrepreneurs, and specialised talents — the first time the UAE offered long-term residency not tied to an employer sponsor. The program established the principle of self-sponsored residency that underpins all subsequent remote-work and freelancer visa frameworks.
