How do I hand my agent's task to your agent without a lawyer in the middle?

When an autonomous agent operated by one organization needs to delegate a subtask to an agent operated by another, there is no standard protocol for mutual authentication, scoped authority transfer, or per-task billing settlement. Today this requires bespoke API integrations negotiated by humans and reviewed by legal teams. The delegation is informal (typically natural language in an MCP message), the billing is settled by monthly invoice, and liability for errors is undefined. EIP-8004 and Intent Mandates address agent identity and payment intent within a single trust boundary but neither covers the full cross-org handoff: authenticated delegation plus atomically settled payment plus bounded authority scope in a single primitive. The Notarized Agents paper proposes receiver-attested receipts for agent actions but does not address the authorization and billing legs of the handoff.
